PEIDoctor.com is operated by EndWell Management Inc., a Prince Edward Island company providing non-clinical management, technology, administrative, scheduling and healthcare-coordination services.

EndWell Management Inc. and PEIDoctor do not themselves provide medical, nursing or other regulated healthcare services.

​

Where a service involves a physician or other regulated healthcare professional, the professional service is provided independently by that healthcare professional. The healthcare professional determines clinical appropriateness, establishes the applicable professional relationship with the patient, exercises independent professional judgment and remains professionally accountable for the professional service and care provided.

​

PEIDoctor does not direct or interfere with a healthcare professional's diagnosis, treatment, prescribing, referral decisions or other matters requiring professional judgment.

​

What PEIDoctor Does Not Do

PEIDoctor:

• does not replace a patient's primary-care provider or the public healthcare system;

• does not provide emergency medical services;

• does not provide clinical triage through its administrative personnel;

• does not guarantee that a physician or other healthcare professional will accept a patient or provide a particular service;

• does not guarantee that a healthcare professional will issue a prescription, make a referral, order an investigation, complete a form or recommend any particular treatment;

• does not guarantee appointment availability, treatment outcomes or access to any particular healthcare professional; and

• does not offer Prince Edward Island residents private out-of-pocket access to publicly insured physician services as an alternative to the provincial healthcare system.

PEIDoctor personnel may assist with administrative eligibility screening, scheduling, communications, payment administration and service coordination. These administrative functions do not constitute a clinical assessment and do not determine whether medical care is required or clinically appropriate.

Visitor Physician Consultations

PEIDoctor coordinates private-pay physician consultations for eligible visitors to Prince Edward Island.

Eligibility depends upon the individual's circumstances, applicable health-insurance arrangements, the nature of the requested service, physician availability and the independent physician's determination of clinical appropriateness.

​

Eligibility is not determined by residency alone.

The private-pay visitor consultation pathway is not offered to Prince Edward Island residents as a means of purchasing preferential access to publicly insured physician services.

Submitting a booking request or paying a booking or consultation fee does not guarantee that a physician will provide a consultation or any particular medical service.

A physician-patient relationship is established by the treating physician in accordance with the physician's professional obligations. EndWell Management Inc. does not establish that professional relationship on the physician's behalf.

Other Services and Programs

PEIDoctor also coordinates, supports or develops other services and programs that may include uninsured medical services, medical forms and documentation, occupational-health services, educational health-information programs, health-navigation services and other health or wellness initiatives.

​

Eligibility, funding, professional requirements and the scope of these services may differ from the visitor physician-consultation pathway.

​

The fact that a service is described, administered or coordinated through PEIDoctor does not mean that EndWell Management Inc. itself provides a regulated healthcare service.

Programs identified as pilots, proposed programs, concepts or services in development may not yet be operational. Descriptions of developing programs are provided for informational purposes and do not constitute a guarantee that a program will proceed or that any individual will be eligible to participate.

Publicly Insured and Uninsured Services

Whether a particular professional service is publicly insured, uninsured, privately payable or otherwise eligible for payment or reimbursement depends upon the nature of the service, the patient's circumstances and the applicable statutory, health-plan, contractual and professional requirements.

PEIDoctor does not offer Prince Edward Island residents private payment as a means of obtaining preferential access to publicly insured physician services.

Where a physician provides an uninsured professional service for which a fee may appropriately be charged, the physician remains responsible for complying with applicable legislation and professional requirements governing that service.

​

Nothing on this website should be interpreted as determining whether a particular medical service is insured or uninsured in circumstances where that determination is governed by legislation, a provincial health plan, a healthcare professional's participation status or other applicable requirements.

​

Payment

Fees applicable to a particular PEIDoctor-coordinated service will be disclosed before the service is provided wherever required.

​

Unless otherwise stated or agreed in advance, payment for privately paid services is due at the time specified during booking or before completion of the applicable service.

​

Patients and clients are responsible for charges they have authorized for privately paid services.

Where an independent healthcare professional provides a professional service, the applicable receipt or documentation will identify the professional service and provider as appropriate.

​

PEIDoctor does not guarantee that any privately paid service will be reimbursed by a government health plan, private insurer, travel insurer, employer or other third-party payer.

​

Private and Travel Insurance

Some PEIDoctor-coordinated services may be eligible for reimbursement under private health insurance, travel insurance, employer benefit plans or other third-party coverage.

Coverage is not guaranteed.

​

Coverage varies according to the insurer, policy, service, healthcare professional, circumstances of the encounter and the patient's eligibility.

​

Patients are responsible for confirming their own insurance coverage and reimbursement eligibility.

Where applicable, patients may receive documentation or a receipt that they can submit to their insurer.

​

PEIDoctor does not represent or warrant that an insurer will accept a claim, reimburse the entire amount charged or reimburse any particular amount.

If an insurer declines a claim or reimburses only part of an authorized privately paid charge, the patient remains responsible for any amount properly owing.

​

Direct Billing

Where direct billing to a private insurer or other third-party payer is expressly offered for a particular service, direct billing is provided as an administrative convenience and does not constitute a guarantee of coverage or payment.

​

Patients remain responsible for applicable deductibles, co-payments, exclusions, policy limits, non-covered services and other amounts not paid by the insurer or payer.

​

Credit Card and Payment Authorization

A valid payment method may be required to request or secure an appointment or other service.

A payment method may be used only in accordance with the payment authorization provided by the patient or client and the applicable cancellation, missed-appointment and payment terms disclosed in connection with the service.

Patients remain responsible for properly authorized charges and outstanding balances.

Physician and Healthcare Professional Independence

Physicians and other regulated healthcare professionals providing professional services remain independent in the exercise of their professional judgment.

​

Nothing in a PEIDoctor booking, program description, administrative arrangement or payment process requires a healthcare professional to provide a service that the professional considers clinically inappropriate or inconsistent with applicable legal, contractual or professional obligations.

Healthcare professionals determine the appropriate scope and duration of professional encounters and remain responsible for their clinical decisions.

​

EndWell Management Inc. may provide non-clinical administrative and management support to participating healthcare professionals. Such support does not give EndWell authority over professional clinical judgment.

​

Physician Availability and Public-System Commitments

PEIDoctor does not guarantee the availability of any particular physician or healthcare professional.

Where a participating physician has public-system, employment, contractual or other professional commitments, participation in PEIDoctor-coordinated professional services remains subject to those commitments and to applicable legislation, professional standards, contractual provisions and authorization requirements.

​

PEIDoctor's operating model is intended to coordinate only professional capacity that is lawfully available and not to reduce or displace a participating physician's committed public-system capacity.

​

Medical Records and Personal Health Information

Healthcare professionals remain responsible for clinical documentation and medical-record obligations applicable to the professional services they provide.

​

Under PEIDoctor's present operating structure, the treating physician is the custodian of the medical record relating to physician care.

​

EndWell Management Inc. may provide authorized administrative and technology support on behalf of a physician, including permitted access to information where reasonably required to perform those functions.

​

Administrative access to information does not transfer clinical responsibility, professional accountability or control of medical decision-making to EndWell Management Inc.

Personal information and personal health information are collected, used, disclosed, retained and protected in accordance with applicable privacy requirements and the PEIDoctor Privacy Policy.

Questions concerning access to or correction of a clinical medical record may be directed to the applicable healthcare professional or custodian.

​

Emergencies and Urgent Medical Needs

PEIDoctor is not an emergency medical service.

If you are experiencing a medical emergency, call 911 or attend the nearest emergency department.

Do not delay seeking emergency or urgent medical attention while waiting for a response, booking confirmation or appointment through PEIDoctor.

PEIDoctor administrative personnel cannot determine whether symptoms constitute a medical emergency.

Scope of Physician Consultations

The availability and scope of any physician consultation depend upon the individual patient's circumstances and the treating physician's independent professional judgment.

PEIDoctor does not promise that a particular condition can be appropriately assessed or treated through a PEIDoctor-coordinated consultation.

​

Where a physician determines that a patient's needs fall outside the appropriate scope of the consultation, the physician may recommend another healthcare setting, emergency care, specialist assessment, follow-up with an existing healthcare provider or another appropriate course of action.

Any such clinical recommendation is made by the healthcare professional, not by EndWell Management Inc.

No Guarantee of Clinical Outcome

Information appearing on PEIDoctor.com is provided for general information, service description and navigation purposes.

Service Availability and Interruptions

PEIDoctor makes reasonable efforts to provide reliable administrative and coordination services but cannot guarantee uninterrupted availability.

Appointments or coordination services may be delayed, changed or unavailable because of physician availability, severe weather, technology or communications failures, public-health emergencies, illness, unforeseen professional circumstances or other events outside EndWell Management Inc.'s reasonable control.

​

Where disruption occurs, PEIDoctor will make reasonable efforts to communicate material changes and manage affected administrative arrangements appropriately.

Nothing in this section limits any right or remedy that cannot lawfully be excluded or limited.

Website Accuracy and Changes

PEIDoctor makes reasonable efforts to keep information on this website accurate and current.

Healthcare programs, professional availability, eligibility requirements, fees, insurance arrangements and applicable regulatory or contractual requirements may change.

Information on this website should therefore be read together with the current eligibility criteria, consent documentation, fee information and other terms applicable to the particular service being requested.

PEIDoctor may update website information, programs and administrative processes from time to time.

Nothing in this disclaimer excludes or limits any responsibility or liability that cannot lawfully be excluded or limited under applicable Prince Edward Island or Canadian law.

Governing Law

Use of the PEIDoctor website and EndWell Management Inc.'s non-clinical administrative and coordination services is subject to applicable Canadian and Prince Edward Island law.

Any separate professional healthcare relationship is also subject to the legal and professional requirements applicable to the healthcare professional providing that service.

Acknowledgment

By using this website or submitting a booking or service request, you acknowledge that you understand PEIDoctor's role as a non-clinical management, administrative and healthcare-coordination organization.

Use of this website or submission of a booking request does not, by itself, establish a physician-patient relationship and does not guarantee access to a physician or any particular healthcare service.
